What is the 'On Hold Allowed to Purchase' option in Fee Item

1. When you create or edit a Fee Item you have an option at the bottom to check/uncheck for 'On Hold Allowed to Purchase'

2. If the On Hold Allowed To Purchase is check mark as seen above:
For example, the product below has the 'On Hold Allowed to Purchase'
And the student is on Hold:
In Smart School K12 (SSK12): Parents should still be able to make the purchase:
The Click to Pay is light up and Dark Blue
Question: What if the On Hold Allowed to Purchase is not check marked?
1. On Hold Allowed to Purchase is not check marked
2. Student is on Hold
3. Parents would not allow to make a purchase of the item in SSK12
The Click to Pay button is gray out
